No. It is completely free to create an account and make permissions requests using PLSclear.
Depending on the content you are wanting to use and how you wish to reuse it, the publisher may ask you to pay a licence fee. This is a fee to use the copyrighted material and not to use PLSclear.
If you wish to negotiate the fee quoted, fees are set by the publisher, not PLSclear, so you will need to communicate with the publisher directly about this. The best way to do this is to leave a comment in your request for the publisher to review.
If you are a publisher, there is no cost to sign up to use PLSclear. We also offer a 3 month trial period of the basic PLSclear functionality, but you will need to provide your own licence documents and invoices as only publishers opted in can use the standard PLSclear licences or credit control features.
